Hey guys,
This is how to get any paypal, un-limited, (getting rid of the limit if u have one), (note that this doesn't work for the US, you'll understand).
Out of this, you will either:
A- Be able to send the money from your Foreign paypal, to a US one, so that you are able to verify it, or add it to your real paypal
B- Be able to spend money on your foreign paypal
What you'll need is a current foreign paypal (that isn't US), that you want to transfer money off of, or buy things off of.
What you'll do is create a US paypal, as well as a Netspend account.
1. Sign up for a netspend account: [Only registered and activated users can see links. ]
2. Important! Make sure that you write down the info on your netspend account, because you will be using the same for the US paypal.
3. So now, create a US paypal, with the same info (street, state, ect)
4. So now you have a blank US paypal, a netspend account that matches your US paypal, and a foreign paypal.
5. Now go onto your foreign paypal and add your bank account. (Note, that you will not be able to, it will just look better when you call paypal)
6. You will see that the account is added, but it doesn't show if it is confirmed or anything, also you paypal will still be limited.
7. Now call paypal:
You should probably use *67 (which makes it a private call)

Now enter in the information that it asks for, Use the blank US paypal Info.
8. Now you should be directed to a representative, heres what the conversation will go like:
Pretend that your name is, Joe Smith (all of this info is fake)

Paypal Agent: Can i have your First and last name please?
You: Yes, my first name is Joe Smith
Paypal Agent: Okay, thank you, now what is the e-mail connected to the account?
You: [Only registered and activated users can see links. ]
Paypal Agent: Thank you, now what is the address on the account?
You: 1528 South Street
Paypal Agent: And the zip code, and state?
You: Maine, 12922
Paypal Agent: Okay thank you, how may i help you today?
You: Hi yes, so I just moved to the US from (Where ever your foreign paypal is, lets pretend that Joe's paypal is an Aussie one) Australia. My Australian account is limited, and since I just moved back to the US, would like to transfer the funds from my Aussie paypal to my US paypal. I tried to verify my Aussie paypal, but when i added my bank account, it still said that i was limited.
Paypal Agent: Okay, is the bank account based in the US?
You: Yes it is, why?
Paypal Agent: You see, you cannot verify a foreign paypal, using a US bank account
You: Ah okay, is there any way that i could transfer over the funds?
Paypal Agent: Yes, please wait a second, i need to investigate your account, to check out why it is limited.
*wait a couple of minutes*
Paypal Agent: Okay so, Mr. Smith, the reason that your paypal is limited is probably because you were accessing it from different IPs, located in different countries, in your case you probably accessed it while you were in Australia, as well as in the United States.
You: Okay, so how can i get it verified, i already tried the bank account thing, but it didn't work out for me. I don't own a credit card. Could you maybe send the money to my US paypal?
Paypal Agent: Sure give me a second, this investigation may take a little bit longer.
*wait 5 minutes*
Okay so here is where the converstation splits, A will refer to the A outcome listed above, and B will be referring to B.
A.
Paypal Agent: Okay, so what is the designated account that you would like to send the money to?
You: Okay, can i transfer the money from my Aussie account, [Only registered and activated users can see links. ], to my new US account, [Only registered and activated users can see links. ]?
Paypal Agent: Sure I will transfer the money for you
B.
Paypal Agent: Okay, i was able to lift the limit off of your account
You: Okay, thanks a bunch
Paypal Agent: Would you like me to walk you through the process to send the money?
You: Its okay, I know how to do it
Paypal Agent: Okay
They converge again
You: Thanks so much for the help!
Paypal Agent: Do you have anymore questions regarding your account?
You: Nope thats all thanks so much
Paypal Agent: Have a nice day Mr. Smith
You: You too!
Paypal Agent: Good bye
*end call*
If at any point you dont know the answer, just tell the guy, "Hey, can i call back? I have to go right now." And then just hang up, and post here, and i will answer your question, and explain anything you need.
Okay, so if the outcome was B, then just wait an hour or so before you buy anything. Make sure that in the end, with both outcomes, that eventually u close your foreign paypal account. If you dont, it will look suspicious.
Also, you should write all of the information for all 3 accounts, onto a text document, it really makes it easier.

That is huge shit tons of work but I can't help but notice why it says it limited. When my foreign accounts have been limited it's right after I recieved funds so I don't think that has anything to do with the IP's
Not really. This will take u a max of 30 minutes. And it has all to do with the IPs. Don't you think that someone in the US, accessing a Australian paypal, would look suspicious? Also receiving money while on that US IP? I dont know where you get your logic from, but the IP thing is clearly the reason.

No, it's not IP related. If an unverified foreign paypal receives funds, it is limited instantly. The end.
