Order a Bank Account with your paypal information (made up or real), after you recieve it in your email put the info into the bank account section and wait at least 24 hours. Check your email again, it should come up with the funds paypal took, enter that amount and viola your US Paypal is verified

You just have to add the given data to your paypal account : we will provide the verification deposits upon successful deposit by paypal (usually 2 to 3 days).
For people who don't have the money to buy one:
Make a Non Canadian/Australian paypal. Most of them have a $500 limit (I tried Philippines). Find an account scam somewhere in the forums and sell it on markeedragon/accounts(dot)net. Make sure if selling on accounts(dot)net that it's not a Battle.Net account or else you'll have a lot of trouble saying to the representative that your email is the acc name.
After you've sold it and got the funds on your paypal, buy a bank account with your original US paypal info =) or just buy a VCC for $12 and verify the non canadian one.

I'm not saying scam accounts.net or markeedragon. I'm saying sell it to them for real. Even though the account was scammed.
Ain't that scamming? You are scamming someone's money by selling something that aint yours, the accounts may (and most of them WILL) get recalled, then the person that bought it = scammed.

I have taken an account, turned around and traded about 3 times and then sold the final account, paying for a verifying my paypal.
