Today, after having my main account being banned I devolved my own little way of acquiring the full access of an account. There are a few requirements
Credit Card x1
Account Name x1
Balls x2
First and last Name on the account
Knowledge of the Two Highest level chars. on this account
First off you have to pay for one month of play on the account. this is essential. Next, call up Blizzard billing, after waiting on hold for quite a few minutes you will come into contact with a Blizzard representative. He asks you for your name...TELL HIM THE NAME THAT IS ON THE ACCOUNT. Once you tell him that simply explain that your father who created the account for you has changed the password for some reason. I used the reason that I reported him for abuse and was sent to a foster home . Blizzard employee ate it right up. Once he goes starts to ask you for certain things (CD KEY) simply tell him different excuses, like I was taken away immediately from my home thus not able to require it. Once he asks you what the first 4 and last 4 digits are on the credit card simply tell him the info off of your card. Next he will ask for the highest level character's names and level! He will then ask you what email you are using and will reset the password and change it to your email. CONGRATZ

Hmm try a few tricks. Simply say to him "Hey this is your first and last. Then when your victim replies usually it will say Oh Hey I am so-and-so.
Also if you have the password for the account all the details you need to get the email changed are on the account management sheet.

Worked perfectly for me, Lol when the guy asked for my mother's maiden name I told him that the father that I was taken away from set up the account and that my mother died when I was 3.
Guy felt horrible.

Ah ok If you have contact with them in anyway I.e. email or in game simply try to trick them out of it. Or say is your name Nick? Then say ok is this Nick Smith? and usually they will simply respond no sorry this is Nick Noob. That is all I can currently think of

That is exactly why I use that as a reason. No one is expecting something like that, throws off the Blizz employee
