No the buyer does NOT always win! At this point you are in for a few uncomfortable days where you cannot be sure what exactly will happen but if you play your cards right you have a good chance of winning. Here is my advice:

First of, hold on to the money if you can just in case.

Second, I would not recommend calling Paypal right away but rather start communicating with your buyer using the disputes as a means. In your communication be professional, calm and seem reasonable. Ask the person what had happened, to explain to you the issues and to provide any proof of the "virtual goods" not having been received. The key here is to mention that the items were virtual as many times as possible as this will register with Paypal and make the buyer ineligible for their buyer protection which only extends to tangible goods.

Following this, the buyer will likely not agree to drop the disputes at which point you should escalate them adding whatever proof you have that the transaction between you and the buyer did actually occur. Also, add in the notes whatever you can to make the buyer seem unreasonable. If you can get him to swear at you or anything of that sort that works wonders! Again, you want to appear like a model citizen to Paypal and not like some panicking crook who was just caught red-handed.

The escalations will then likely remain open for a few days after which I would recommend calling Paypal and just asking them what is going on again stressing how agonizing of an experience this has been for you, the poor victimized seller, and reiterating that these disputes are over virtual items. In my experience this approach has worked to cover myself when a gold buyer disputed a very significant sum from me - so I hope it works for you too.
