It will cost your $6.50 plus shipping which I believe is 3-4 bucks. I always buy 5 which is the maximum whenever they are available as they are somewhat difficult to get ahold of. Blizzard seems to sell out of them quickly and they are very useful for securing accounts, especially when you go through as many as I do.

If you add an authenticator it should prevent the account from being taken back by the original owner but the only way to guarantee they don't take it is to transfer to a new account, ban original, and add an authenticator... since you don't have the secret question this really isn't an option for you.

I would do whatever possible to get the secret question, from time to time you might get lucky if it's there highschool or something and you have the location on the account, or if you can get some info out of them to guess the secret question. Otherwise just add an authenticator, change the e-mail and password, and hope they don't go the long route with Account Administration to get it back.
