I have a paypal account that I haven't linked a credit card too. And when I send some money via paypal to a person that's seeling an account. It always gets limited! This has happened 2 times.. What's the problem?

No, but when I have sent to like [Only registered and activated users can see links. ] everything has went smooth. I don't know why I always end up getting limited
probably because the other person you are selling to does not have a verified paypal account, im pretty sure they have a certain limit they can receive, or make sure you are verified,
