Unfortunately, you would probably have to MAKE an account, under the scammed accounts name = /. If you want them really bad, go to the store and buy the WoW and BC Combo, make a new account under his name, and set up the keys, then transfer.

Tough luck, but don't worry, accounts get recalled all the time, just get used to it.
