It takes quite a bit of effort for an ISP to be forced to give up a location for a specific customer, and even if they do, someone's 'mom' doing it over a scammed WoW account?

But surely if you make money off scamming the account its considered fraud and could be used for police action - even if they shouldnt have bought it due to it technically being "illegal" or some such?
