information on the account and could call billing and account services to get
the account back anytime they wanted to?

Yes. This is called recalling an account. A ton of MMOwned members know about it, so I didn't bother adding it in the guide. If you know all the info on the account, you can call Billing and get the e-mail changed to yours. Although, be warned, if an account is recalled too many times a flag could pop up, and it could be investigated and banned. From my experience, recalling more than twice can result in a flag popping up.
