need a premade leveling areana

Ok well my portals are being gay and telporting ppl liek 10000 feet in the are and im trying to make a training area for lvl 70-254 and i cant make that inless i get a portal so i was wondering is there a pre made one out there

P.S. i put Z cordnats to 1 and it still does it

It could be a bug, and I think the maximum safe level on private servers is 225 or 250, over either of those (which ever one it may be) causes some bugs.
