Shaman tactics..

What's the best tactic for a shaman ?? and best weapons ??

and best weapon ? its for a low lvl ? thats 2h axes ? or 2h maces ?

Depends on your build, on low levels Enhancement Two-Handers + Windfury = win. Doesn't really matter if it's a 2H mace or 2H axe, just keep in mind the stats. You can also try Dual Wielding at 40, if you have good one handers.
If you're elemental, I'd suggest a one hand mace/dagger with +spell damage and shield, or off-hand, although I'd say shield.
If you're planning on instancing, then Restoration.
