If you give someone rep, its how much it gives them, so for example if i have 86 rep and you have 2 rep power and you rep me, ill be at 88 rep |

He has the option to only giving you 1 rep though...
Rep power is the MAX rep you can give, but you can give less than that if you wish. |

Ya.... like IF Enfeeb chose to give me 13 rep he could.
He could also give me

Some people don't understand rep and give people 0 rep after saying +rep 
You get 1 rep power for:
Every 110 rep
Every 200 posts
Being a member for 365 days
