A question about PCT (Paid Character Transfer)

Pyramid games/promotions are disallowed in my country (EU), and for that reason my account is not eligible for Recruit a Friend nor Resurrect a Friend. I've been thinking of creating a second account, registering it under a different country, transferring my main and proceeding with RaF. Here's the question:
I know the last names have to match, but what about the country? I checked [Only registered and activated users can see links. ], but there's nothing specific about it. Anyone with experience? Perhaps someone who's already tried this? Thanks.[Only registered and activated users can see links. ]

Names must match the same, that is the only requirement. From my own experience. I had a German account, transfered the character to a new account that is Dutch and it worked perfectly.
