Along with what 2d said, Blizzard itself offers the download directly from the site. (They offer downloads via trials, both for Burning Crusade and Non-Expansion, I'm sure they'll add WoTLK in the mix as well soon) You wouldn't be able to access any content even if you had it downloaded on retail servers.
