i quite like the idea of these achievements. it'll give some previously worthless items more value. i also think it would be fun to see how many times you've jumped etc.

General: These achievements tend toward the whimsical, including getting a shave and haircut

the only female characters that would need a shave are dwarves and tauren (maybe orc and troll).

The achievement system is not a joke, and it's a pretty nice additon to the game in my opinion.
However, the Tuskarmageddon achievement is a joke, Blizzard stated it was an internal joke they made

EDIT: There's a downside for botters though, if you have 0 quests completed there's probably going to be a bigger chance of getting reported, lots of wannabe-wow-police guys out there :|
