If you cancel your account you can always start paying for it again. Your char also do not get deleted.

is there a way to turn a accnt i scammed into mine without calling?
i have all details.
and when i try the free char move im in a high pop realm but i cant xfer any chars? why?

No, not even when one is banned afaik. All accounts/characters are kept for good.

they do this in case you were banned and it wasn't your fault. then they can recover your account.
