This would probably take someone on a city raid to Stormwind or Orgimarr or some corpse running to confirm/deny
Digging around, it would appear that the vendors in the Hall of Champions and Hall of Legends are NOT PvP flagged. And it's been over a year since you needed a rank to enter.
And some sources indicate that they are neutral (not even unfriendly) with the opposing faction.
So, knowing that the gear is all the same except for looks, could my Ally alt get into, say, the Hall of Legends and pick up High Warlord's gear and/or Tabards and/or an Insignia of the Horde? (Medallions are race specific, as are mounts.)
But I'd totally corpse run there if I could get a Stone Guard's tabard on my human or a Knight's Tabard on my blood elf...
(I had the thought that Horde and Alliance honor, having different icons, may not convert directly. City of Heroes/City of Villains had seemingly identical currency with identical prices at neutral vendors that didn't convert. But items which go purely for marks should anyway.)

The tabard/insignia vendors are truly neutral. Faction 31. Same as Nat Pagle, the Arena vendors, a bunch of quest givers and the Outland Goblins.

The people around her? Not so much. It might take a few tries to get right even once you get there though a 70's aggro radius might help some.
Still, Bloodsail Buccaneer exalted players sneak into Booty Bay (or die their way in) to get TCG loot rewards.
I think that with a LOT of patience and some fast clicks, opposite faction tabards, insignias (which share a cooldown but look pimp when you link them), opposite faction Battlestandard are availible.
(The rest of the stuff is the same.)
97% sure you can't enter opposite faction halls. If you can, I can confirm this works (back from when you could tele on the PTR)
I'm farming up my marks after having traded them all for honor.
If I'm gonna do this, I'm gonna get the 60 mark tabard.
Now... If what you say is right... There IS a solution. Get an opposite faction priest to mind control you and shove you through the portal. You'll be the right faction when you hit the portal then.
Taking my Alliance toon to the gate produces the message: "You must be a member of the Horde to enter the Hall of Legends."
Then, I just stand around behind the swirling portal.
I found a helpful priest to mind control me but it had no effect, regardless of how he moved me around the portal.
Unless someone can think of a way to force the gate (perhaps similar to a way used to bypass heroic keys), I think the only way there may be to treat this like GM Island exploration.
I seriously contemplated and attempted this a month or so ago when I noticed those vendors were friendly on the bugged Korean PTR (had worldport enabled). Ran my level one orc into Stormwind and got the same error message you mentioned.
However, there are some things I never had the chance to try. Now that warlocks can summon between maps, it may be possible to summon an enemy directly inside. The only way I can think of is by having a priest in your party mind control him, so that a warlock in the party could summon the priest's "pet" enemy.
It's definitely a stretch, but you never know.

Can you summon pets though?
I've been obsessing over this and I think I have it figured out but it's testing my skills and led to a LOT of reading.
The easiest (ha!) way to do this without raising too many red flags is to edit the area trigger for the instance portal to remove the faction requirement, I think. (BTW, I think you'd get caught doing this to run heroics without keys and the reward is lower.)
Another thought I had was to lure several guards there, fear them through, charge to break through the wall and then submit a ticket because I'm stuck in the UNINSTANCED Hall of Legends (won't you please just transport me to the instanced version, Mr. GM?) This way, you have a legitimate reason to file a ticket and it looks like you probably SHOULD be in the instanced version.
If we want to do it without any hacking or social engineering, the best hope we'd have is that a lock and another person logged out in the opposite faction's barracks before patch 2.0 dropped (back then, you could enter but you couldn't buy anything because PvP rewards were faction based).
IF such a lock reactivated their account after patch 2.4 and NEVER left the opposing faction's barracks (which they entered pre-TBC) then there would be a totally legitimate chance without any hacking, scamming or major exploiting.
In fact, if I GOT the tabard and was questioned about it, this is the story I'd use to explain it. It's a pretty airtight story, plausible in a playerbase of millions and unlikely to raise questions that would lead to an investigation. It would also explain why you got the tabard AFTER 2.4 (when the instance summoning restriction was lifted).
I've tried editing every area trigger in Kalimdor and the area triggers in the two instances (HoL and CH). I've tried messing with every faction reference in the MPQs.
Yesterday, I petitioned a GM to sell me one. I was told that he could not port me there or sell the item -- however, I gave him every chance to say that the Warlock approach (ie. getting summoned by a lock who entered pre-2.0) was illegal and he seemed fine with that, however unlikely it is to find one. (I figure out of millions of players, there may be one.)
However... What I have not yet tried is an item exchange, which I think may be doable, depending on who does it.
Basically, with PvP vendor items, you have three hours to submit a ticket asking for an exchange. You are to give the time of purchase and give consent for them to use one of your limited item restorations.
I think it MAY be possible to get an opposite faction tabard this way SINCE THE VENDORS ARE FRIENDLY and the tabards are exactly equal in price.
There's a chance they could say no or simply refund your marks. But I think it would be worth a limited restoration and that if enough people did this, the law of averages would suggest that some of us would get our request.
