If I delete a lvl 70 toon...

I have this 70 I want to get a free name change on. Should I delete that toon, then create a new toon, give it the same name the lvl 70 toon has and then put in a ticket to restore the lvl 70 toon?

I wouldn't suggest it. You would probably have to do a lot of crap. For instance, delete it (with screenshot proof of the character) then rename him to a new character and tell Blizzard that someone hacked your account, deleted your character, and now the name for your old character is taken. And see if they will ding your character to 70 or not with your new name.

Well if you do it on the same account they'll notice you might be trying to do this. Because I xfered a character from my original server to the server I'm at now. I tried making an alt on that server for a free name change but they gave me crap.

I suggest having a friend, make a character the same as yours now after you delete it, restore it and they'll see the named taken on another account.
