Are you sure that is the right file? It just talks of making a buff last forever in the readme not make all stats 10,000.

This is a quote from the site itself (in the faq) :

Well this is where the people who made this site show just how noobish they realy are , because any player who has been hacking in WoW for a while knows for a fact that buffs are totaly server side and not client side .
So by looking at this statement of theirs alone , i can safely asume that this is a scam and that there is no way this program can work .
