You need speed increases to do it though. Unless you're insanely good at timing when you jump off the ledge so that you just barely catch the side. But for an easier approach, use a riding crop or whatever.

I can get there from the military ward as well, but camp on the roof over it. Very good for when the horde camped the spot presented here. They had no clue how I could get on top of them and I could fire rather freely without them getting to me. =)

@ the designer flaw thing, there is another area with that in IF that you can see by just jumping in one at ground level.
