I did this video today, it shows the very easy way to Dun Baldar in Alterac Valley for horde. It's a small post but I can't make up anything else to write, the video tells it all.

No, 2.4 patch nerfed it a lot, but it still works for some places.

i thought after patch 2.4, wall jumping was completely impossbile. I miss being able to jump up on to the second floor of the SW ah =[

No. It's still possible at some places as this one.

You can get banned if someone reports you for misusing game mechanics of course, but its very low percent that somebody would report you.
