After some tweaking and testing i found a way to get as many winter veil treats as you want, it just takes some timeing and perhaps for some people some practice.

Dont do this in undercity because there are multiple winter revelers near eachother and they will **** it up.

Make a macro:
/kiss
/target winter reveler
/kiss

Select one of the winter revelers (doesnt matters wich one)
Hit the macro (ONCE)
If you target didnt change then quikly select the other target and hit the macro again, now when the hearts pop up above the npc their heads, change your target to your previous target and hit the macro again (only once)
Now change your target again, hit the macro once.
Repeat
-Keep in mind that as soon as you see the hearts coming out of their head you must switch target and hit the macro again, hit it only once or you will fail.

you can do this as many times as you want, i managed to get 8x treats before i ****ed it up
Your chatbox will be spammed with kisses so people might whine.

Works.
Its different. The server doesn't register with the debuff untill a full 5 seconds ( I believe)

I got 4 so far.

Wouldn't it be better if you just target it manually?

It has nothing to do with standing close or far, you just need to be able to target them.
Target reveler, use macro

Target reveler, when hearts pop up from first macro, use macro

Repeat

-Make sure your macro will target both revelers or you will fail, i cant be any clearer on this guys...

Between manually targeting the revelers and having the macro change targets, this seems a little confusing.

Does the order that the revelers get kissed in matter, or do they simply both need to be kissed each time?

For example, would the following two scenarios have any difference?
Normal:

/kiss Reveler1
/kiss Reveler2

/kiss Reveler1
/kiss Reveler2

/kiss Reveler1
/kiss Reveler2
...

Or alternating:

/kiss Reveler1
/kiss Reveler2

/kiss Reveler2
/kiss Reveler1

/kiss Reveler1
/kiss Reveler2
...
