If your class has any buffs they can apply to themselves, and they're "upgradable" through using talents, then you can buff yourself with all the ranks of the spell that are in the talent tree.

Of course if you want to spend money to do this.

I think what hes trying to say is that you (example priest) use inner fire then put in a talent in to make it better cast it again and then upgrade again then cast it and etc. Therefore they add up and u get all the bonuses

It most definitely does work.

I quit playing before 2.1.3, but before then, on my priest I did the above with the Inner Fire and what not, and it worked.
