I belive that instance is called The Stockades, if im not mistaken.
At least that's what it looks like.
If it were another, completely different instance, why would the entrance look excatly the same?

Thats Stormwind Valut/Prison enterece, a Stockades looking, but much bigger instance. (unreleased)

I believe you are mistaken, its the northeast tower that is like stockades but its not, its sealed off and totally in water, not instance yet either.
