Expired accounts work
Expired Warcraft accounts are now working due to a bug, when you try to go to:
[Only registered and activated users can see links. it will tell you the account management page is down, see:

I have tried on 2 different accounts to log in, when both have 0 time left on them, They both worked.
Hope it will work for you, when the page is still down.
