Not sure if that's right, maybe though.
The way i heard it was that you basically got left with the rested xp you had left from the moment you dinged 60. So if you'd left yourself at level 59 @ 99% xp... waited and got fully rested xp, you'd ding and stil have the full 1.5lvl's of rested. Whereas most people like myself i guess just got to 59 and then went hardcore'ing to lvl 60, when you're so close i can't really be bothered waiting any longer to ding to the level cap. :P
Which might explain why some of my friends had rested (varying amounts) and myself and a few friends didn't (we went to 60 too fast to get any rollover rested xp).

BET the next expansion will use the EXACT same method again, and if it's the one i mentioned above, it might be worth leaving your alts at level 69.99 for a week before dinging them, too tempting to test for most people i'm sure, myself included.
Oh, and as for this exploit... you won't be getting any genuine xp, as someone mentioned, honour tokens used to give '3000+ xp' popups when you were level 60 pre-TBC. Had no benefit, gained you no real xp so unless you were farming these mobs anyway, you're just wasting your time.
