Ok this is a tip/trick in booty bay people are fishing of the opposite faction, if you are a rogue, sap them and they will get pissed off and attack you, if not keep sapping until they do, the guards will then kill them ;D
keep sapping until they leave its really funny

I run 47 AddOns. My UI has an MP3 player. Unbuffed I am 10k hp/10k mana, 12k armor. I can wear shadow gear and destroy any 3 level 70 shadowpriests. At once. I AM a badass. And anything with C cups or better and pretty eyes will OWN me.

I've sapped people everywhere.. Since i started wow. I've been sapping in; Orgrimmar, Booty Bay, Everlook, Gagetzan, actually, everywhere i've been, its noting new.. This is common knowledge, in my oppinion :/

Until the recent 2.1.x.x patch, sapping and not losing stealth was not innate to all rogues. So some of the tricks like this were much less known.
Also, the trick is not to sap... the trick is to get them to commit an attack in a neutral and enforced town, so the NPCs kill them. Sapping is not currently considered a combat initiate... so the NPCs leave you alone... and just kill them for attacking you.
