You buy the hat use it and then sell it back to any npc

2 - isn't repost because its diferent

This doesn't work. You cannot sell the Chief's Hat back to the vendor. Perhaps a GM will help but frankly I doubt it.

GM's won't refund items now due to the fact that if you buy something with any type of currency (I.E. badges, awards, etc.) you are able to sell it back within the hour for a full refund.
