Not flaming, just offering another look at this thing...
Mass Dispell IS powerful, but not OVERpowered. It costs the priest 33% of their base mana. Even a priest with mass spirit is going to have to be careful with that. It also RANDOMLY whacks one buff, not several, not all, and not just bubble. As a 70 pally I normally have Retribution Aura, Righteous Fury, Blessing of Wisdom, and one of my seals up whenever I could get hit by this thing in PvP, so there is a 20% chance my bubble would get hit when I raise it. Also, It is a Holy based spell and can be resisted, so it is not a sure thing when it is cast. Plus it has 1.5 sec cast time, so Pally bubbles, Priest casts this dispell, you have 1.5 sec to cancel your heal and stun, or finish your 2.5 sec heal about the time the dispell lands... unless there are several priests casting this on you, I really dont see it as that big an issue.
Priests NEED this kind of spell. Why?
Step 1) Pally (or any other class) suits up in an armor that has +shadow resist on every single piece. This crap is CHEAP, and AH available.
Step 2) <left blank, like Underwear Gnomes in South Park's masterplan>
Step 3) Very Very dead Priest/Shadow Priest.
Step 2) can be filled in with any random buttwhooping type ideas you have.
ANYtime a class can be molested utterly and totally by a single resist, they need something. Fear, Mind Control and all of the Priests damage dealing that is anywhere near mana efficient is shadow based. Block shadow, and watch a priest go OOM while doing... well... nothing at all. Priests NEED this spell to even have a prayer (heh... priests needing a prayer, thats funny) against any prepared opponent. Hell, even the almighty Vampiric Embrace does jack p00p when you resist basically all the damage they throw at you. And BTW... it is HILARIOUS to be the ass in the shadow resist gear for this scenario... it still cracks me up.

Best ability in game? Not even close. Cloak of Shadows earns that title, easily. Mass Dispell is good, but will burn 33% of your mana, take one RANDOM buff from up to 5 enemies in 15 range, and remove 1 detrimental effect from up to 5 of your friends. For 33% mana... on my pally's mana pool thats an over 3500 mana spell... for one random debuff? That is hardly something you can afford to toss around every 3 seconds... And I think the ability to Rez is prolly alot better than Mass Dispell. Warlock Soul Stone? There are ALOT of abilities that are just useful in more situations and alot better than Mass Dispell.
There are times and places this thing could be ungodly. Not just good, friggin UNGODLY... But to use with impunity and it ALWAYS just rock the heck out of the situation? Heck no thats Cloak of Shadows. Cleanse ALL detrimental effects AND raise your resist to ALL detrimental effects by 90% for 5 seconds? It is not an "I Win" button, like some claim, but it does beat the heck out of Mass Dispell.
One more note...
Do NOT expect to rip Cloak of Shadows off a rogue with this Dispell. Like I said, it is resistible, in most duels I have fought, the priests have had about 1 in 6 get resisted, with no holy resist at all on any of my toons. Add in the 90% resist from CoS and I am certain it would happen never, or so rarely you could never depend on it at all.
Even with this, Rogues Eat Priests. Especially Undead Rogues with Will of the Forsaken.
