For instance in PvE I spec 0/53/18
For PvP I spec 20/0/51
So, this is the exploit, during raids switch your spec to where you have focus magic talented, put the buff on a player in your raid, then spec back to your main PvE spec. Focus Magic still procs and gives you the buff.

If you have 2 mages in the read, both with FM and another you cannot both have the buff because when you switch specs it removed the FM on you and not on the target you buffed FM with.
Eg. Mage 1 - FireTTW spec, Mage 2 - FireTTW spec
mage 2 buff mage 1, mage 2 then swithes to FFB spec.
mage 1 buff mage 2, mage 1 stay TTW spec.
Both will have arcane focus this way, this may be very useful for FFB mages basically getting 6% crit.
With 3 mages it's more complicated but possible, 2 can spec FFB but one has to stay FireTTW.
This also works if the mages are Arcane instead of FireTTW.

Where the other person keeps the FM buff, thats working as intended. A buff is a buff and isn't modified until reapplied or killed or used. Once applied, it wont change (unless the applier leaves the raid, you die, etc).
But where the applier gets the 3% crit buff for 10s, that should not be the case but even though he applied it, he doesn't actually have it anymore.
So in general, swapping between specs to buff is working as intended, but FM is an oversight in this case imo.
