Ok, so I came up with a little theory on how to get the achievement Epic
(Equip an epic item in every slot with a minium item level of 213)
This is often known as a "Cheat the GM tactic".
As a starter, you will need a couple of Emblem of Valor
If you have 100 badges, you can buy an epic item. Then you can ticket up to blizzard saying you bought a wrong item, and they will return these badges.
When you have gotten the badges, rinse and repeat.
This has to be Emblem of Valor rewards, because the epic level of Herorism badge rewards are not high enough.
As a blizzard employee told me; once something has ticked as a achievement, it can not be refunded, but im not sure the blizzard employees will recogn it.
