I found a mob that instantly respawns in Borlean Tundra, heres pics.

Proof :P 
He seems to respawn every 1-10 seconds after killed. Its a easy grind, got about 3 bars from doing so without spending to much time.

Reputation: 84 Level up: 17%, 670 Points needed |   | | | There are simply lots of these mobs around that you aoe'd down by the looks of the screen shot. I went out there because I remember doing the quest to kill those mobs and didn't notice any abnormal spawn time.
Not working and or "fake". |

Edit: Been farming him a bit more and it seems like he's on some odd interval sometimes he instant re spawns sometimes he doesn't.
