You're very wrong buddy. It does work. Its true they patched this before TBC but once it came out it works again. I just did this literally 5 minutes ago with two normal mobs in netherstorm. Just as the OP said, get one to 19% and execute, it WILL smash the guy next to him with damage equal to the execute.
Heres a screenshot for proof:
Sweeping strikes is still nerfed with regards to whirlwind and cleave. Each hit, also hits another nearby target, so you get 5 hits: 1 WW will get rid of 4 charges and you'll have one more left. Before, you could WW hitting 4 targets 2 times and it would only use one charge of sweeping strikes which is terribly overpowered.
