First off your team must be able to achieve a mediocre to decent rating (1802). So if you can't win that much you are out of luck.
For teams that can what you do is have one person quit the team (one not needing the
PR atm) then re-invite them. Now when you que your two
PR's have to be when averaged together 150 points below the team rating, that way you face teams at the
PR level. This becomes gradually harder as your averaged ratings raise, but requitting and rejoining the teams keeps the 1 persons
PR at 1500.
EX: TEAM - 1802
player 1 - 1802
player 2 - 1500
TEAM Average
PR = 1651 (151 points under team rating)
So once you que up your team will be facing 1651 rated teams. The person with the 1500
PR will gain more per win and will make the average rating catch up to the team rating eventually, but as long as you keep this person repeatedly quitting the team and rejoining you will continue to face much easier teams at the
PR rating.
