In booty bay if u stand out on the boat plank, its the little part that extends out to the boat from the dock. anyway if u stand out on the very edge you can range atk ppl without guards atking you. I did this a couple times on my hunter. you can't do this when a boat is behind u or u will be thrown into the air.

heres a screenshot, if u look where i am, u can only shoot ppl who are about as far away as those two other guys, or farther. You can't melee ppl(as far as i know but haven't tried it either.
