I can partially confirm this. In my various hack attempts at getting an opposite faction PvP tabard, I was able to swap the Hall of Legends and Champions' Hall clientside. (Not the maps -- because that would have been useless to what I was going for -- but the actual AREA tags.)
On /who, I still showed up in the right place. Physically, I was still in the right place. However, I THINK there was more to it than that. For instance, I'm pretty sure flagging/dueling could be controlled this way.
So I'm pretty sure you could do this. There would be a question raised as to whether it's clientside however.
I wouldn't be eager to test this on live... But if you want to...
Go into Areatable.dbc in patch-eng.MPQ. Extract it. Create a new MPQ with an appropriate patch name and place inside it a new Areatable.dbc with all the areas' info copypasted from an Outland Zone like Shattrath... Or try it with every zone changed to AQ and try a bug mount.
It may only let you mount clientside, in which case you should get disconnected if you move too far. But I'm thinking this may be one of the last major things they haven't shifted server side.
(Granted, the server will know where you are. But I think some of the permissions for things like where you can mount or duel may be clientside.)
