Only submissions from countries eligible to participate will be accepted. Those who are eligible to participate are:

• Participants aged 15 or more residing in:
  • France
  • United Kingdom
• Participants aged 18 or more residing in:
  • Germany
  • Ireland

So no, it's not open to people in the US and Canada.

Yeah it sucks. In the legal info about the competition it says that every other EU country has laws preventing Blizzard from being able to run a lottery-type competition without holding the proper licences, so they had to restrict it to those 4.

The Wallpaper competition is open to a lot more countries though
