Well I've seen a lot of people complain about this around the internet so I will tell you possible methods to fix the error that many people have been getting when trying to update:

If this problem persists, you may be able to solve it by uninstalling and then reinstalling the game. If you are unable to correct this problem, please contact Blizzard Technical Support. (BNUpdate::PTCApply) To check this installation for problems, click the "Repair" button. The Repair tool can automatically fix many update errors.
Here are some solutions:

Run launcher in admin if that doesn't work then run wow.exe and the patch in admin if none of these work move on to next step.
Run repair, and choose reset & check files, this may take sometime, if this doesn't work move on to next step.

Your World of Warcraft is corrupt, delete patch.mpq in your data folder then run repair, it will say something like your World of Warcraft is seriously damaged and must revert to older version. It will then revert to 3.0.1, then run launcher and patch up from there.
If none of these work you need to install a fresh wow
i downloaded ur new patch and put it in my data file and edited it so it wasnt read only but when i download the new patch it still makes another patch 3
