Yea either one of those will run it fine, not at super max graphics of awesomeness but it will be playable for sure. Id scrap those $70 graphics cards and get a 9800 GTX ~$150 or whatever flavor of graphics card you like. Just have to be kind of careful upgrading that because the case is a ATX mini (most new graphics cards are gigantic and wont fit in anything but a ATX mid+) and im not sure what kind of power supply it will have. The one running SLI might have a 'beefier' PSU. Both processors are fine, but I'd most defiantly go for the Intel E8400 if possible.
play it on fastest framerate, you cant see a diffrence between highest settings and fastest framerate.
Sense is something that your post is missing.
You can't change framerate but you can lower the settings to get better framerate but if you put it on the highest settings you lose some framerate but with major difference, depending on game of course thought.
WH can look really good if you tweak w/ your video settings out side the game and in game, but if you just want pure performance you should be able to play w/ decent frames. Just don't expect it to look the best it can~

the price from the two models isnt that big since only the CPU , HDD and videocard was changed a litle ( but the performance is big E7300 has a freq 2.66 Ghz with only 3MB cache L2 vs. E8400 which is running @3.0 Ghz with doubled the L2 cache ; the 9500GT isnt that slow compared to his bigger bro' 9600GT ; and the HDD from 250 to 320GB hmm no performance gained here only more space which is good )
