Ok, mobmap was posted before but this is a more updated version.
Mobmap is a addon/program, that collects information about quests, npcs, recipes, drop rates, and just about anything you need to know into a database. Then you upload your database to the master data base, and you sync with the master database so you have all the info. Sounds a lil complicated, but basically, every user who has this shares there collected info. This program is basically like having thottbot.com as an addon. It will place nodes for mob locations on your map, or it can even put them on your minimap, helping you easily find what you are looking for.
Heres what mobmap has to offer:
Mob Locations
NPC Locations
Quest Info
Quest Lookups
Drop Rates
Recipes
Herb/Mining locations (i believe)
and much more.
Another kool feature is in your quest book, if it says 0/10 Whatevers Killed, next to it will be an arrow, you simply click that arrow, and it will show you on the map where they are located. Mobmap has a very easy to use interface, and you simply type " /mobmap show " inorder to pull up the ui.

NOTE: this is a german made addon, but they have an english version. Occasionally a notice will popup will appear in german while your updating, but just ignore it and click the ok button or w/e is avalable

flying piggy posted it in the addons section and btw its installed as an addon which obviosly makes it an addon , i guess ? ...its not a program which is used outside wow its only for inside...therefore addon
Well 3 reasons. It does run as a program, as it does things outside the WoW client, such as how you update it, reload it and stuff. Second off, that section is "technically" called UI, meaning user interfaces, that change ur whole screen. Third, not many people read the UI section, as compared to the Programs section. It is a program, but its also an addon, so really, it was my preference on where to put it, and i chose the one where people would actually read it and find it useful
