There should be a new user group called (Flamer) or something like it and you get into this user group if the following...

-70% or more of your posts are flames
-you generally don't post good comments even if they are not flames

you could also put a button in the corner simular to the +rep button to report flaming and if they get enough reports they get into the flamers group

one in the flamers group they will have the same restrictions as the leechers but in order to get out of the lamers group they will need to start posting helpful comments and once more than 70% of heir posts are helpfull and nice they get out of the group

Serious: There is no use in such a group. People who flame get warnings / infractionpoints and will be banned if they have too much.

On the new button: . There you have it. Just use it. Its the best button ever.

I actually see no reason in such a group. Its just useless.

The getting out of it part wouldn't balance out really, if 70% are flames in the first place then you would need to post a helluvalot more to get 70% good ones.

New Usergroup suggestions are not welcome, I THINK, since KuRIoS closed everything refering to new usergroups. Apart from that, I think it's useless, but defenatly something for schlumpf :P (jkjkjkjk)

Yes that is true with the new groups, Teufel. And as said: Its just useless, people who get reported that often for flames get banned or derepped. THats it. No need in a new group.
