| I believe he means rank 3, as in no longer a leecher, but an active member. this is to prevent leachers and spammers form spamming up forums with advertising and to keep arseholes from posting malicious links. its truly meant to keep whats left of a community here intact and help people who read threads.
This will probably not be changed back to the old way anytime soon after that chinese shoes in exploration section incident.
