I'm not totally sure about this; there are some GMs that have been screenshoted to say that it is fine, and some people on the official forums who acts like police and say it's wrong and heard that their best friends friends granddad got busted for something...
They have a way of detecting it with Warden, which is a program that detects third-party software that could be used for example, speedhacking or the like. I don't have it confirmed that it can detect "patch-#.MPQ" additions to the Data folder, but assuming this it will not check unless a GM flushes your client for any kind of oddities. But, as I've talked with a GM friend I know actually, he said that they don't check for that kind of stuff at all mostly unless it is abused like WSG flag becoming huge or herb-nodes turning to larger objects and so on. A skin-change is just as you might think, not that big a deal for the GMs to attend, and since they are humans and understand that some people like to mod their WoW cosmetically; don't bother.
Basically the only thing that can get you caught would then either be a sudden and unpredicted change in a patch, say like 2.4 to detect these kinds of files and then immidately suspend your account, however that is unlikely to happen. I recommend if you want to be cautious tho, that before every patch installing you could rename the patchfiles from this pack, or move them out of the folder. Then browse around the net and see if people have been banned, and if nothing have happened; put them back in and enjoy.
Also, you shouldn't be talking too widely about in-game aswell, some people can act like police and report you if you do it in General for example, or when many people can hear it. Just keep it to yourself or your friends if you want to play it safe, and for the
really paranoid you shouldn't even mention it at all in-game (not even in Whisper, a GM can track that aswell).
So... overall, there have been no real and official mass-ban due to barely noticeable cosmetical change, aswell as GMs from around the world have said to some that it is okay and some say it is not, mostly Blues on the official forums.
I think it is safe and have been doing this for two years almost with cosmetical patches constantly on my system, and have talked about with guildees aswell as in /say in Orgrimmar without any repercussions.
But in your case I suggest you keep it to yourself, and hide the patches when an update is installing on your system.
