alright i am not sure what version your using (i use 8.5) but normaly the OBJ export function in maya is turned off. To get this working

1. go to: window> settings/preferences> plug-in manager.

2. turn on objExport.mll

and your done. but If you try to export now it should also have a function for OBJ files. If objExport.mll is not in that list i suggest you install maya bonus tools from the official site.

You will still need a program that converts .obj files to .3ds files tough.

anyway hoop this helps and good luck ^^

ya its a 3d software package .. but no astra autodesk (3ds max publishers) didn't make maya, but they did buy it a while back and now there basicly merging the programs into one .. in a few years there will only be either max or maya ^^.

but in the end maya is slightly better because you have total control over what you do and writing home made plug-ins is a lot easier than for 3ds max

well you can probably find maya on the internet but it has a pretty tough licensing system so good luck with that .. i got 8.5 original
