Several people asking me questions like: "How do I use NoggIt at 2.2.3?"
Easily, by doing like Demonkunga says:
1 ) Download a 1.12 Version of World of Warcraft at any site (Filefront, Torrent sites etc)
2 ) Rename your folder of your Live World of Warcraft to: "WoW1" for an example.
3 ) Install the 1.12 version of World of Warcraft.
3.1 ) Run the WoW.exe from the 1.12 Version of World of Warcraft
4 ) Download [Only registered and activated users can see links. ] (Credits to Sir Demonkunga for the upload)
5 ) Extract the NoggIt.zip to anywhere
5.1 ) Open the NoggIt folder
6 ) Open the NoggIt.exe
That was how to open NoggIt in the correct way. Now "How to USE NoggIt"
1 ) Open NoggIt [Only registered and activated users can see links. ]
2 ) Select anything on the list. I'll take "Gurubashi Arena" as an example [Only registered and activated users can see links. ]
3 ) Move into the "big circle" , also called "The Arena Circle", and select a piece of earth. [Only registered and activated users can see links. ]
4 ) Now, read carefully. This is the "controls of NoggIt" : CTRL + Left Mouse Button: Move the selected piece of earth, Downwards. Right Shift + Left Mouse Button: Move the selected piece of earth, Upwards. CTRL + Middle Mouse Button: Move selected object upwards / downwards. Right Shift + Middle Mouse Button: Move selected object left / right ALT + Middle Mouse Button: Increases / Decreases size of the selected object.
5 ) Play around a bit. If you don't like the edits you've made, select a piece of earth and press "J". I'd made this: [Only registered and activated users can see links. ]
6 ) Now, when you're done, press: "K".
6.1 ) Close NoggIt.exe
7 ) Open your folder with the 1.12 version of World of Warcraft.
8 ) Find a folder called "World", open it. [Only registered and activated users can see links. ]
9 ) There's a folder called "Maps", open it. [Only registered and activated users can see links. ]
9.1 ) Inside, maps, there's a folder called "Azeroth" (shown on picture in step 9.) , Open the folder "Azeroth". [Only registered and activated users can see links. ]
10 ) There should be file called "Azeroth_31_56.adt". (Look on picture in step 9.1)
11 ) Now, download "[Only registered and activated users can see links. ]" (Credits: Demonkunga) .
12 ) Now, open Mywarcraftstudio.exe, and click on "Create MPQ Archive" [Only registered and activated users can see links. ]
12.1 ) Save the MPQ in your 2.1.3 World of Warcraft\Data folder - Name it "Patch-3". [Only registered and activated users can see links. ]
13 ) Click on "Add file to archive". [Only registered and activated users can see links. ]
14 ) First, click on the "..." signs . [Only registered and activated users can see links. ]
15 ) Find the "Azeroth" folder, located in the "World\Maps\". [Only registered and activated users can see links. ]
16 ) Select the "Azeroth_31_56" . [Only registered and activated users can see links. ]
17 ) Do not click OK yet - Do EXACTLY what the picture tells: [Only registered and activated users can see links. ]
18 ) Now, click OK, then click the Save Button. [Only registered and activated users can see links. ]
19 ) Download the Model Edit Fix from [Only registered and activated users can see links. ].
20 ) Put it into your World of Warcraft version 2.1.3 folder, and run ModelEditFix.exe, and enjoy your new NoggIt'ed version of WoW!

Yes, nice guide. Cloud stop whining. Uhhm... making NoggIt work with 2.1.3 isn't hard. It just takes some coding knowledge.

Would installing WoW in another languange/on another PC and then copying the Data files (or w/e needed) would have the same effect as downloading 1.12 WoW?
