If your level 69, and you do a quest, lets say one that give gold, and one green item, You will get exp, gold, and the green item.

However if you are level 70, You wont get exp, but rather more gold. And the green item to boot.

Also, to the main post,
If a level 60, without the BC, keep doing quests that gave him exp, whould he get to 61? he whould not. Same way a level 70, could not get to level 71.

This is a glitch, But your rested goes well into 70 and 71, But you can only get 1 level of rested experience.

not for the repeatable research powder quest turn-in
you get 8750 xp and 2g90s each time you complete it

my mage has 9k towards level 70 - shows as 1.1% (timed my ding specifically to get pretty much full XP from a quest), have handed in several oshu crystal stacks and still in exact same place
