The OP just copy pasted from WoWWiki and added little effects, but whatever, good post for those who haven't actually learned what their class needs.

First of all, for rogues it's:
Specials: 69 (5%)
White damage: 280 (20%)
without precision, dunno where the **** you got 400+ rofl

Sigh,
class doesn't mean shit. While dual wielding your off hand has a 28% chance to miss, your main hand has a 9% chance to miss. Since you do special attacks with your main hand getting 9% is the bare minimum for most melee classes, as it means you will never get an MS/Slam/Sinister Strike/Raptor Stirke (lol) etc missed.

Actual Information to make my post worthwhile to read:
If you're an shaman or warrior hit rating doesn't mean much. Enh Shaman aim for around ~100 and Fury Warriors go for ~150 in Kara and aim for around 250-300 in the best gear possible.
For those who don't know where they fit in:
Two-Handed Cap: 9% (142 melee hit rating)
Dual-Wield Cap: 28% (442 melee hit rating)
Spellcasting Cap: 16% (202 spell hit rating)
Now, getting 28% means you will not miss with your MH/OH white attacks, while getting 9% means you will not miss a special (yellow attack). Casters hit cap is not the same. Bosses have a 17% chance to have a spell resisted, and will always retain 1% chance to resist, so you have to mitigate that down by 16%, through talents and the like.
