Because you are no donator /contributor. They get moving avatars (Not even sure contributors get it)

So become a donator and you can have shiny stuff

No.
Normal users can get animated avatars too as long as they don't exceed the 80x80 size limit.
Otherwise they get resized and the animation is lost.

Avatar permissions are as following:

Active User/Contributor: 80x80 pixels.
Elite User: 100x100 pixels.
Donator/Legendary/Staff: 120x120 pixels.
