I BELIVE I GOT THIS FROM DEATHSOFT.COM or some other site like that, but the thread got a minimum amount of attention and was written in poor English.
Well anyways, I've seen people QQ'ing about WPE not working on the latest version of private servers, but who needs WPE to edit GCD? not me :P.
NOTE: I'm not actually sure if this does work on WoWscape and stuff, I've only tried on HsWOW which really ain't very updated.
Say you want to remove global-cooldown on Moonfire.
#1: Open wow and log onto your druid.
#2: Open cheat engine, and target
#3: Open [Only registered and activated users can see links. ] and search for the spell
#4: Now check your url, if moonfire rank 12 is the spell you chose, the last numbers in the url, would be 26988
#5: Now copy this last number, in this case 26988, and put it into Cheat Engine's scan field.
#6: Now click scan, alot of letters and numbers should pop up in the left side of Cheat Engine now.
#7: Now put all of the numbers down into the big field under them,
tho alot of spells/abilities, there is some GREEN numbers, if there is any green numbers with the spell/ability you want to remove GCD, ignore them totally, dont move them down.
#8: Now you will have to change their value to another value, how to find a value? You'll need [Only registered and activated users can see links. ] again.
Go search for any talent, for a druid i will take a random talent, that usually does it, if not, try some diffrent ones.
and take the numbers from wowhead.com's url and put them in instead of "26988". (You have to replace all of the 26988 values to make moonfires gcd disapeer!)

not working. tried almost exactly what you have here. used feral instinct as talent and moonfire rank I on a lvl 4 druid. followed it verbatim. now my moonfire shows up as feral instinct, but i cant cast it, and it also cant be put on action bar.

EDIT: Ascent rev 3989 4.0 stable
Level 4 druid, then you dont have access to rank 12 moonfire, be sure to use the right values for the rank of your spell.
And besides of that, feral instinct might not work, try with some other talents, i know for sure that if you want to remove warrior's Victory rush gcd, Imp revenge (rank 1) works, so its just about trying till you get a talent that works.

Hmm, i just tried with icelance, and it worked fine, with the "small" problem that the range was like 5 yards, the result with this might be different from spell to spell.
3. DO NOT post any programs or cheats until you have tested it on the latest rev, or an updated server.
1: Wrong, it does work, maybe not on all servers tho.
