Server doesn't start up

Server startup hangs up on this:
[Only registered and activated users can see links. ]
Please don't suggest removing that library , I need it.

PS : When this happens the CPU usage jumps up to 80%

There is a chance that the file could be damaged somehow. I suggest not to delete the file , but to find some similar file and see how it goes with it.
